Education board loses major revenue chunk to Punjab government | SNE

MOHALI: Punjab School Education Board (PSEB) is to recover Rs 123 crore from two departments of Punjab government against the text books supplied for free distribution to school children. The education employees’ union are of the view that the recoveries of debts can serve as a major contribution in the payment of salaries of the employees.

Education board publishes textbooks to be supplied to schools through Sarv Shiksha Abhiyan and welfare department. The books are given to the departments every year for which education board makes the payments.

As per the data procured from the education board, the welfare department owes Rs 101.73 crore and Sarv Shiksha Abhiyan owes Rs 21.55 crore to PSEB from the past four years. In the year 2015-16 and 2016-17, Punjab welfare department has paid nil amount against the bills raised for supply of text books by PSEB.

In the year 2015-16, PSEB raised bills worth Rs 48.74 crore and in the year 2016-17, bills worth Rs 50.56 crore were raised against which no payment has been made by the welfare department. Whereas in the year 2014-15, the department paid Rs 41.90 crore against bills raised for Rs 44.33 crore keeping Rs 2.42 crore as balance. This amounts to Rs 101.73 crore as outstanding debts to be paid the welfare department whereas there is outstanding debts of Rs 21.55 crore against Sarv Shiksha Abhiyan department.

PSEB chairman-cum-education secretary Punjab Krishan Kumar said, “We have already taken up the matter with Punjab government and soon we will arrive at a suitable conclusion.”

PSEB employee’s union president Sukhchain Singh Siani said, “Board must make efforts to get such amounts recovered from Punjab government. This will enhance the financial stability of the board enabling it to give salaries to the employees on time and also give good bonus.”

Board has been either jostling with scams or with recoveries to be made and has been sustaining revenue losses from past many years. Episodes like transfer of fudge salary, pen scam worth Rs 11 lakh and Rs 1.98 crore salary scam had rocked the education board recently.

The board employees have raised major concerns over such scams because of which the board is suffering losses which directly affects the promotions of the employees. One of the board employee on request of anonymity said, “Such scams eat up the profits of the board because of which employees do not get the raise in their salaries.”
