Rs 3.62 cr embezzlement in panchayat funds detected | SNE

A scam of panchayat funds amounting to Rs 3.62 crore, pertaining to Jheorheri village, has been disclosed by the Punjab Rural Development and Panchayat Department.Secretary, Punjab Rural Development and Panchayat Department, Anuraag Verma, said: “On receiving repeated complaints regarding misuse of funds at Jheorheri village, the Minister for Rural Development and Panchayat had issued directions for conducting a probe in the matter and upon conducting a detailed inquiry, the scam was unearthed.”Verma said as per the directions of a senior official, Superintending Engineer, Panchayati Raj, Public Works Circle, Mohali, was deputed for conducting an inquiry by forming a special team.The inquiry team’s report mentioned that former Kharar BDPO Mahinder Singh, Malvinder Singh, Jatinder Singh Dhillon and Panchayat Secretary Jasvir Singh, Ravinder Singh along with village sarpanch Gurpal Singh and other members of the panchayat, misused panchayat funds. Inquiry officers reported that the said officials, in collusion with other officers, embezzled funds by spending over Rs 6.33 crore, which was spent without getting any proper technical or administrative approval. The report said the amount actually spent on development works carried out was assessed to be Rs 2.71 crore, with the balance amount being embezzled.Inquiry officers in their report mentioned that this amount was to be recovered from the sarpanches of Jheorheri. The report has recommended taking legal action against responsible officers.Verma further said that these officers prepared a fake muster roll in connivance with the panchayat and embezzlement of panchayati funds was done with an intention to grab the funds of panchayat. Besides this various bogus bills were prepared and paid for.Verma said the responsible officers, former Kharar BDPO Block Mahinder Singh, Malvinder singh, Jatinder Singh and Panchayat Secretary Jasvir Singh and Ravinder Singh have already been suspended. He said Director General, Vigilance Bureau, Punjab, has been directed to submit a report upon conducting an inquiry after getting the case registered against the said officers.Verma said the gram panchayat had done bogus payments by preparing fake muster rolls and showing excess expenditure, whereas the amount spent on development works was considerably less.
